[Book Notes] Michel Foucault: The Panopticon and the Habits of Discipline

Introduction: Who designed the Panopticon?

Jeremy Bentham proposed the Panopticon prison design. Michel Foucault made it central to an influential analysis of disciplinary power. The book to read is Foucault’s Discipline and Punish: The Birth of the Prison, originally published as Surveiller et punir: Naissance de la prison by Gallimard in 1975. The discussion appears especially in Part Three, Discipline, in the chapter Panopticism. Alan Sheridan’s English translation first appeared in 1977. The French National Library catalogue and University of North Texas catalogue establish the editions and chapter placement.

The question that draws me to this part of the book is what happens when a person cannot tell whether anyone is watching. The uncertainty can enter an ordinary decision: when to pause, how to sit, which action will look acceptable. Authority may then operate through a person’s anticipation of being assessed, even between actual inspections.

That mechanism is unsettling enough. Yet stopping at surveillance would leave much of the book unread. Observation works alongside routines, classifications, records, and corrective exercises. Reading the Panopticon through those other practices changes the question from how much an institution sees to what it trains people to become.


1. A building, a mechanism, and a historical argument

Bentham’s scheme places an inspection lodge at the centre of a circular building, with the people under inspection arranged around it. Lighting and partitions make their activities observable while concealing the inspector’s presence. His Panopticon; or, The Inspection-House presents the arrangement as a practical project for institutional reform. UCL’s account adds a useful qualification to the attribution: the central inspection principle came from Bentham’s brother Samuel; Jeremy developed the prison proposal. He also envisaged uses in factories, hospitals, and schools. The scope beyond prisons was already there. UCL’s historical account helps keep that history distinct from Foucault’s later reading.

The book places the modern prison within a wider growth of practices for training and assessing people. My question then becomes how these practices acquire authority across everyday institutions, and how their ordinary usefulness can make that authority difficult to notice.

For Foucault, the architecture makes a relation of power unusually easy to examine. One party can inspect another without being equally exposed to inspection. The building gives that relation a physical form, but its operation can be discussed independently of a particular floor plan.

I find it useful to keep three levels separate while reading:

The distinction also prevents a mistake about Foucault’s purpose. An analysis of how an arrangement exercises power does not amount to an endorsement of that arrangement.


2. Visible power, unverifiable observation

In Foucault’s reading, the subject knows that observation is possible but cannot establish whether it is happening now. The tower is visible; the observer’s activity is unverifiable. An authorized reprint of Panopticism, hosted by Colby College, sets out this mechanism and its intended persistence between inspections.

Consider the difference between an announced inspection and an inspection that might occur at any time. In the first case, a person can prepare for the scheduled inspection. In the second, there is no clearly protected interval. If assessment carries consequences, adjusting one’s conduct continuously can become a reasonable response to the uncertainty.

This is how I understand the common phrase internalized discipline here: the person begins to carry out some of the supervisory work. An order need not be repeated each time. Nor must the person believe that the authority is wise or fair. Someone can resent an arrangement and still learn to anticipate its demands.

The distinction matters because compliance is easy to mistake for agreement. A quiet classroom or a uniformly busy office does not reveal what its occupants think. It reveals conduct under particular conditions. To infer wholehearted acceptance from that conduct would give the observer more knowledge than observation provides.

The model also needs a credible institution behind the possibility of inspection. An empty tower is no proof that authority can function forever without people, maintenance, records, or sanctions. Self-regulation remains tied to arrangements that make being noticed consequential.


3. A record needs a standard before it can judge

Suppose an institution can see every action. It still needs to decide which actions deserve praise, correction, or investigation. Surveillance alone supplies no answer.

In The Means of Correct Training, the chapter preceding Panopticism, Foucault connects hierarchical observation, normalizing judgment, and examination. Normalizing judgment compares conduct with a standard, including small departures that may break no law. Examination joins observation to that judgment and records an individual as a case. The Stanford Encyclopedia of Philosophy’s discussion of the prison explains this relation between knowledge and control.

A classroom example helps me distinguish the operations. Recording that a student took twenty minutes establishes a duration. Calling that student slow adds a comparison and a judgment about what the task should require. Prescribing extra exercises turns the judgment into an intervention. A file can then preserve the label after the original exercise has been forgotten. This is an illustrative example, not a case reported by Foucault.

The troubling step is often small: a limited observation acquires authority over a larger description of the person. How much of the student’s understanding did that timed exercise actually test? Did the task reward care or speed? The record can be accurate about the minutes and still support a poor judgment about the learner.

This is why I would read the discussion of examination alongside the tower. A system can collect more evidence while leaving its criteria largely unquestioned. Making its observations accurate will not, by itself, settle whether those criteria deserve to govern someone’s opportunities.


4. Discipline trains bodies as well as habits of thought

Foucault’s account also attends to the organization of bodies: assigned places, schedules, repeated movements, and exercises. His term docile bodies names the connection between increased usefulness and increased governability. The publisher’s guide to the book situates these techniques within its larger history of punishment and institutional power.

I read this as a warning against judging a training arrangement only by whether it produces skill. A tightly organized exercise may make people much better at a task. It can also reserve decisions about pace, acceptable movement, and the purpose of the task for someone else. Competence and discretion need separate attention.

The distinction is especially relevant to a technical education. Following a laboratory procedure can teach accuracy and make dangerous work possible. But a learner also needs occasions to ask why that procedure exists and when its assumptions fail. Those questions require a different relationship to the rule than simply performing it correctly.

There is no useful criticism in declaring all practice oppressive. The harder question is how a person gains enough command of a practice to question its use. That question keeps the value of training in view while refusing to treat obedient execution as a complete account of learning.


5. Why the prison does not contain the argument

Foucault examines the circulation of disciplinary techniques across institutions with different purposes. A school, hospital, workshop, and prison can all organize space, observe individuals, retain records, and use assessments to prescribe further activity. His claim concerns these relationships and practices; it does not require every building to have a central tower.

Bentham’s own text makes the comparison instructive. He discusses how inspection could serve several institutional purposes. Foucault asks what such arrangements reveal about the exercise of power. Reading the public-domain Inspection-House beside Foucault makes the difference between the reformer’s proposal and the critic’s question easier to see.

The analogy should still leave room for institutional differences. A patient asking a clinician to review a record, a child compelled to attend school, and a person confined in prison occupy very different positions. The ability to leave, challenge a decision, seek another opinion, or refuse an assessment changes what observation means.

For me, that is the practical value of the comparison. It directs attention to concrete arrangements that might otherwise look like neutral administration. It becomes less useful when similarity in one technique is allowed to erase differences in purpose, coercion, or accountability.


6. Where the model can mislead the reader

The tower is memorable enough to become an answer before an inquiry has begun. Once everything looks like a Panopticon, finding one more example becomes too easy.

Foucault presents an abstract model whose ideal operation sets aside resistance and friction. Actual institutions require evidence of their own. People can misunderstand rules, ignore them, negotiate exceptions, coordinate with others, or learn how to appear compliant. A design’s ambition tells us something about its operators; it does not establish what the design achieves.

The wider historical argument also deserves scrutiny. A shift toward disciplinary techniques does not establish that bodily violence or sovereign authority disappeared. Nor does a genealogy focused on particular European institutions supply a complete history of every society. I would use the book to formulate questions about a setting before using it to explain that setting.

There is a more personal temptation in this reading: to feel that recognizing power puts the reader outside it. Naming a score as a disciplinary device does not make the score stop affecting a career. It may, however, help specify what should be challenged: the measure, the interpretation, the consequences, or the absence of a way to appeal.

That is a smaller promise than total escape, but it gives criticism something definite to work on.


7. Workplaces, schools, and AI: a contemporary interpretation

The examples in this section are my present-day applications of the reading. They are hypothetical arrangements, not cases described by Foucault or claims that he anticipated today’s AI systems.

Imagine a workplace that records computer activity and lets managers inspect an employee’s score at any time. An employee who knows this may reorganize the day around visible activity. Time spent thinking through a difficult problem becomes awkward to defend if the measure recognizes only frequent interaction. The resemblance to the Panopticon lies in the combination of possible inspection, unequal access to the record, and consequences for the person assessed.

Now change one condition. Suppose employees use the same records to document impossible workloads, and management must respond to their findings. Observation has acquired another direction. This would not settle every objection to monitoring, but it would change the relation being analyzed. The device’s existence alone cannot tell us who gains the ability to question whom.

School metrics raise a related difficulty. A teacher may need evidence that a student is struggling. Yet a system that publicly rewards rapid completion could teach students to avoid tasks that slow them down. I would want to know whether the record helps a teacher understand the difficulty or simply turns difficulty into a lower rank. The same number can inform very different educational decisions.

AI adds a further distinction. Consider a system that infers attention from video and sends a score to a supervisor. Its claim to measure attention needs evaluation before any discussion of panopticism: an inference can be wrong. Even an accurate measurement would leave questions about who chose the standard and why a departure should have consequences. Technical validity and institutional justification are separate problems.

Some algorithmic decisions fit the tower poorly. A person may never know that a hidden classification affected which opportunities were shown to them. In that case, the system can affect their circumstances without their anticipating an observer or adjusting their conduct. Explaining this solely through anticipated surveillance would obscure the very mechanism that needs investigation. The analogy is strongest when it explains how a particular arrangement changes behavior; it should be revised when that mechanism is absent.


8. Who can question the assessment?

My strongest reservation about using this book in discussions of technology is how easily the image of total surveillance can replace an examination of ordinary decisions. A disputed attendance mark, an unexplained productivity score, or a record that cannot be corrected may tell us more about an institution than the number of cameras it owns.

I would therefore begin with the path from an observation to a consequence. What was recorded? How was it interpreted? Who can challenge that interpretation, and what happens while the challenge is considered? These are my practical questions for the present, rather than a policy programme supplied by Discipline and Punish.

Some observation deserves to continue. Records may help detect a dangerous practice or show that someone needs support. My judgment would depend on whether those benefits can be demonstrated, whether a less intrusive arrangement could provide them, and whether the people assessed can question both errors and the standard itself. A system that welcomes correction is materially different from one that demands permanent correction only from its subjects.

The question I would carry back from this book to a school, a research group, or a workplace is therefore quite specific: when an assessment changes someone’s life, what power does that person have to question it?

这部分最吸引我的问题,是一个人无法确认自己是否正被观察时,行为会发生什么变化。这种不确定性可能进入很小的日常决定:什么时候休息、怎样坐着、做什么才显得合乎要求。即使两次检查之间无人实际查看,人对评判的预期仍可能让权威发挥作用。

不过,如果只读到“监视”,书中的许多问题就会被略过。观察还需要作息、分类、档案和矫正训练的配合。把全景敞视监狱放回这些实践之中,阅读的重心也随之改变:一个机构究竟看见了多少,以及它在持续训练人变成什么样的人,是两个需要一起追问的问题。


1. 一座建筑、一种机制与一项历史论证

这个区分也能避免误会福柯的写作意图。分析一种安排如何行使权力,并不等于赞成这种安排。


2. 权力可见,观察却无法核实

在福柯的分析中,被观察者知道检查随时可能发生,却无法确认此刻是否正在发生。塔楼是可见的,观察者的活动则无法核实。由科尔比学院提供的“全景敞视主义”授权重印本讨论了这一机制,以及它为何可能在实际检查的间隙持续起效。

可以比较两种检查:一种提前通知时间,另一种随时可能到来。前者让人能够为预定的检查做准备;后者没有一个可以确定不会被检查的时段。如果评判会带来后果,持续调整行为就可能成为应对不确定性的合理选择。

我在这里理解的规训内化(internalized discipline),是一个人开始承担部分监督自己的工作。每次行动之前,不必都有人重申命令;这个人也无须相信权威正确或公正。对制度怀有怨言,与学会预判它的要求,完全可以同时发生。

这一区分值得保留,因为服从很容易被误当作认同。一间安静的教室,或一间人人看起来都很忙的办公室,并不能直接告诉我们里面的人怎样想。我们看见的是特定条件下的行为。如果据此推断他们完全接受了这种安排,就把观察者无法获得的知识也算给了观察者。

当然,可能发生的检查仍需要可信的制度支撑。一座暂时无人的塔楼,不能证明权威可以永远不靠人员、维护、记录或制裁运作。自我约束仍与那些让“被注意到”产生后果的安排连在一起。


3. 记录要成为评判,还需要一把尺子

假设一个机构已经能看见每个动作,它仍然需要决定:什么值得表扬,什么需要纠正,什么应该进一步调查。观察本身给不出这些答案。

在“全景敞视主义”之前的“规训的手段”(The Means of Correct Training)一章,福柯把层级监视、规范化裁决与检查联系起来。规范化裁决把行为放到某个标准之下比较,连没有违反法律的细小偏差也可以进入评判。检查则把观察与裁决结合起来,通过记录将个体变成一个可被处理的“个案”。《斯坦福哲学百科全书》关于监狱的讨论解释了这里知识与控制的联系。

一个课堂例子可以帮助区分这些步骤。记下某位学生用了二十分钟,只是记录了时长。称这个学生“慢”,已经加入比较,也加入了对任务应当花多长时间的判断。要求追加练习,又把判断转成了干预。原来的练习也许很快被忘记,档案里的标签却可能继续保留。这里是帮助理解的例子,并非福柯书中记载的案例。

最值得留意的变化往往很小:一次有限的观察,开始左右对整个人的描述。那次限时练习究竟检验了多少理解能力?它奖励的是仔细还是速度?记录可以准确写下分钟数,却仍然被用来对学生作出欠妥的评价。

因此,我会把有关“检查”的讨论与中央塔楼一起读。一个系统可以不断增加证据,却很少追问自己的判准。提高观察的准确性,并不能独自解决另一个问题:这些判准为什么有资格影响一个人的机会?


4. 规训也训练身体

福柯还关注身体怎样被组织起来:固定的位置、作息表、重复的动作,以及各种练习。他所说的驯顺的身体(docile bodies),涉及身体变得更有用、也更容易被管理的联系。出版社的本书导读将这些技术放在惩罚与制度权力的更大历史中理解。

我从这里得到的提醒是:评价一种训练安排,不能只问它是否教会了技能。严格组织的练习确实可能使人更擅长某项任务,却也可能把节奏、可接受的动作、任务的目的都留给别人决定。能力有所增长,自主判断的余地是否也在增长,需要另外考察。

这对技术教育尤其切近。遵守实验规程可以训练准确性,也能使有危险的工作得以开展。但学习者还需要有机会追问:规程为什么这样写,它的前提会在什么时候失效?要提出这些问题,人和规则之间就需要一种超出“正确执行”的关系。

把所有练习都判为压迫,不能带来有用的批评。更难的问题是,一个人怎样熟悉一项实践,熟悉到能够质疑它的用途。这样问,既保留了训练的价值,也让学习的含义超出了服从指令。


5. 为什么监狱关不住这套论证

福柯考察规训技术怎样在目标不同的机构之间流动。学校、医院、工场和监狱都可能安排空间、观察个体、保存记录,再根据评估规定后续活动。他讨论的是这些关系与实践,无须每座建筑都真的拥有中央塔楼。

把边沁原文放在旁边读,会让这个比较更清楚。边沁讨论检查怎样服务于不同机构的目的;福柯追问这些安排揭示了怎样的权力运作。对照已进入公有领域的《检查室》原文,可以看见改革者的方案与批评者的问题之间的距离。

不过,类比仍应保留机构之间的差异。请求医生查看病历的患者、必须到校的儿童,以及被关押的人,处境有很大不同。能否离开、质疑决定、寻求另一种意见,或拒绝某次评估,都会改变观察的含义。

对我而言,这正是比较的实际价值:它让那些看上去只是中性行政工作的安排重新成为问题。如果因为某一种技术相似,就抹平目的、强制程度和问责方式的差异,类比反而会失去解释力。


6. 这个模型会在哪些地方误导读者

中央塔楼太容易记住,有时调查还没开始,它就已经成了答案。一旦什么都像全景敞视监狱,找到下一个例子便不再困难。

福柯提出的是一个抽象模型,其理想运作暂时略去了抵抗与摩擦。现实机构究竟怎样,仍需现实证据。人可能误解规则、忽略规则、争取例外、彼此协作,也可能学会表演服从。设计者希望达到什么,可以说明设计者的意图,却不能证明设计实际做到了什么。

更大的历史论证同样需要审视。规训技术变得重要,不足以证明身体暴力或主权权威已经消失。围绕某些欧洲机构展开的谱系研究,也不能直接充当所有社会的完整历史。我更愿意先用这本书向一个具体环境提问,再判断它能解释多少。

阅读中还有一种很私人的诱惑:仿佛识别了权力,自己就站到了权力之外。把某个评分称作规训装置,并不会让它立刻停止影响职业生涯。不过,这个识别可能帮助我们说清楚究竟应该质疑什么:测量方式、解释、后果,还是根本不存在申诉的机会。

它提供的空间比彻底摆脱权力要小,却让批评有了具体的着力处。


7. 工作场所、学校与AI:一种当代延伸

本节是我从今天出发的延伸理解。下面讨论的是假设性的制度安排,并非福柯描述过的案例,也不表示他预见了今天的AI系统。

设想一个工作场所记录电脑活动,管理者随时可以查看员工得分。知道这一点的员工,可能开始围绕可见的操作安排一天。假如指标只能识别频繁交互,花时间想清楚一个难题就会变得难以解释。它与全景敞视机制的相似之处,在于可能随时发生的检查、对记录的不对等访问,以及评判对员工产生的后果。

现在改变一个条件。假如员工也能用同一份记录证明工作量根本无法完成,管理者必须回应,观察便多了一个方向。这当然无法消除对监控的所有异议,但被分析的关系已经改变。仅凭设备的存在,判断不了谁获得了质疑谁的能力。

学校里的指标也有类似困难。教师可能需要证据,才能发现一个学生正在遇到问题。但如果某套系统公开奖励完成速度,它也可能教会学生回避那些会拖慢自己的任务。我更关心记录究竟帮助教师理解了困难,还是只把困难变成了更低的排名。同一项数据,也可能被用来作出很不一样的教育决定。

AI还带来一层需要单独处理的问题。设想一个系统从视频推断注意力,再把分数交给主管。在讨论全景敞视之前,它是否真的测到了注意力,就需要接受检验:推断可能出错。即使测量准确,也仍然要问谁选定了标准,以及偏离标准为什么应当带来后果。技术上是否有效,与制度上是否有理由这样做,是不同的问题。

有些算法决定与中央塔楼的类比并不贴切。一个人可能完全不知道,某项隐蔽分类影响了自己能看到哪些机会。这时,系统可以改变其处境,却无须让他预期某个观察者,或据此调整行为。如果只用“预期自己正被观察”来解释这种情况,就会遮住真正需要调查的机制。类比最有用的时候,是它能说明一项具体安排如何改变行为;如果这一机制并不存在,就应调整解释。


8. 谁能够质疑评估?

我对技术讨论中使用这本书最大的保留,是“全面监控”的画面太容易代替对日常决定的考察。一条有争议的出勤记录、一项没有解释的生产力评分,或一份无法更正的档案,也许比摄像头数量更能说明一个机构怎样运作。

因此,我会先沿着从观察到后果的过程追问:记录了什么?怎样解释?谁能质疑这个解释?质疑被处理之前,会发生什么?这些是我面向今天提出的实际问题,《规训与惩罚》并没有直接提供这样一套政策方案。

有些观察值得继续。记录可能帮助发现危险做法,也可能表明某个人需要支持。我的判断取决于这些益处能否得到证明,是否有对个人侵扰更少的办法实现这些益处,以及被评估者能否同时质疑错误和标准本身。一个允许自身被纠正的系统,与一个只要求被管理者持续接受纠正的系统,有实质区别。

如果要从这本书带回一个问题,放到学校、研究团队或工作场所中,我会选这个:当一次评估改变了某个人的生活,这个人有什么力量去质疑它?
